Communication is considered complete only when the receiver reconstructs the same meaning that the sender intended. Mere transmission of sounds or symbols is not enough if understanding has not occurred. The core idea in most definitions is that meaning must be shared between sender and receiver. Therefore,communication is complete when the receiver has understood the message as intended.

Option A:
This option highlights that the receiver has grasped the meaning of the message. When understanding happens,the communicative goal of the sender is fulfilled. Because the stem refers to completion of communication,this option correctly represents the required condition.

Option B:
Storing information means keeping it for future use but does not guarantee that the receiver has interpreted it correctly. A student may store notes without really understanding the concept. Hence storage alone cannot mark the completion of communication.
